Lexical Realisation Unit

Sorry, but how does the "non-lexicality" of "a person who is ready to forgive any transgression a first time and then to tolerate it for a second time, but never for a third time" comply with UNL's goal to be "language-independent"? What if some concept is present, say, in English, but not in other languages? Or in English and French but not others? Or all but English?
